This is the second time this has happened to my phone, is there any way I can unlock, or reboot so my device is unlocked. Do I need to buy a new SIM card

It doesnt sound like the sim. It is locked onto a carriers network. You have to get that carrier to network unlock it. If you bought it online then that means they never got it unlocked. You could also try a sim card from that specific carrier and hope that it is not blacklisted. Check the imei online and see if it is blacklisted.
